Background and Experience

The organization (SAP Cluj) is part of the educational institutions system subordinated to the Romanian Police General Inspectorate and it works based on the legislative acts issued by the Ministry of Education and Research and the Ministry of Internal Affairs.

Its general objective is to give basic formal training to future police agents, according to the training objectives and the evaluation standards of educational quality. The professional qualification obtained by the graduates is “police agent”, the training professional is military, public order and safety. The future police agents acquire in school basic notions and skills regarding: professional communication and cooperation; military training; procedures of maintaining public order and safety; techniques for preventing and fighting antisocial acts; knowledge regarding establishing and sanctioning small crimes; establishing and researching criminal acts; police intervention.

During its existence, SAP Cluj has also organized several basic training courses for external hired police agents and for local police forces, each with the duration of 3 months. Also, the institution provides further training courses such as professional stress management and shooting practice competences, organized in the Excellence Center within the school. This Center was created with the help of a European financed project (LLP-LdV/TOI/2010/RO/005), through Leonardo da Vinci Programme, in partnership with two institutions from Germany and Hungary, developed between March 2011 - June 2013.

According to the identified needs and interests of the beneficiary, following requests of specific departments from the Romanian Police, the institution also organized differentiated training courses in the field of Transport police, Forensic criminal investigation and Criminal investigation, the curriculums being approved at the Romanian Police leadership level. If needed, the school can also organize separate training programmes in the field of Criminal record, statistics and operative archives, Retention and preventive arrest and Economical crime investigation.

Since the school was established, more than 4.500 police agents graduated, from which over 300 local policemen and 800 policemen were trained in the Excellence Center. At the moment, 160 students are trained in the school, representing more than 30% of the annual national promotion of police agents. The maximum capacity of the school is 300 students/promotion and 600 students/year.

Since 2014, the institution implemented, certified and maintained ”The integrated system for quality, environment and food safety management”, according to the international standards SR EN ISO 9001:2015, SR EN ISO 14001:2015 and SR EN ISO 22000:2005.

The institution has a staff of 90 people: managers, public order and safety trainers (didactic and auxiliary staff) and institutional support staff (officers, agents and civilians).

Scoala de Agenti de Poliție ”Septimiu Muresan” Cluj-Napoca was established in 2004, gaining a sixteen years of experience in basic training of police agents, mainly in public order domain, but also forensics, traffic, criminal investigation and transport police, according to the beneficiary needs.

Until now, the institution received twice the European School title and participated as partner in the implementation of two European funded projects within the Leonardo da Vinci Programme. The first one, „Human rights - common obligations and different problems in police training systems” was implemented during 2009-2011, and the second project, BIA Project, between 2011-2013, aimed to create an Excellence Centre for basic and continuous training in professional stress management and shooting. The project manager of the applicant institution is the school’s director, a person with a large professional experience in both operative field and academic/educational area. He lead for ten years a country police inspectorate, this gaining him a significant experience regarding the management of a large police unit, and also in the activity of all work field related to public order and safety specific to Romanian Police force. He has been the schools’ director for three years and a university associated professor for five years. His specialization is law (judicial law, penal law, forensics), public administration management, adult training, and he has a PhD in public order and national safety.

His activity is supported by the project’s implementation officer, the person who created and designed the application, from the beginning to its final form, and whose professional basic training is management, with a master degree in human resource management and a PhD in management. She also has experience in organizing and developing European financed projects, being the person from SAP Cluj who initiated and ensured the aspects of BIA Project regarding the application and the visibility activity, also dissemination and reports of the stage project. For ten years, she is member of the school’s Management Council, taking part in implementin the institutional development strategies, this giving her the experience and the practical skills for organizing activities, coordinating and motivating staff.

The financial officer is running the school’s financial activity for sixteen years and has experience in the financial aspects of European funded projects, taking care of this area in all the institution’s projects.

The project team will also include an officer responsible with public and international relations, personal data protection and we will make, where applicable, the translations from/to English-Romanian. She has twelve years’ experience in public relations and four years in international relations, being also the coordinator of a Leonardo da Vinci project regarding human rights. Her basic educational expertise being public relations and journalism, she will also be involved in the dissemination and multiplying activities, both domestic and abroad.

For the creation of intellectual outputs, we will involve intellectual output managers and experts from within the school, members of the school’s Management Council and of the teaching staff, with professional experience and training in pedagogy, penal law, judicial law, organizational and educational management, human resource and project management, psycho-pedagogical expertise, professional competences trainers and assessors, guidance of teaching staff and planning of educational activities or who were involved in different implementation aspects of the school’s partnership projects.

The only intellectual output in the project that will require external experts is the online platform, because the institution does not have employees with the necessary professional competence and expertise needed for creating such a platform.
